The Human Resources Department (HRD) is responsible for recruitment, training and development of City staff, administration of health, dental, vision, and life insurance programs as well as short term disability insurance. HRD administers employee recognition programs, performance evaluations, the City's job classification and compensation program, safety, security and risk management programs including property, liability, auto and workers' compensation insurance programs, and is responsible for labor relations including administration of the IAFF Local 2913 collective bargaining agreement. The department is also responsible for pre-employment physicals and backgroung screening and for the administration of legally mandated programs such as COBRA and the Family Medical Leave Act. HRD maintains all employee official personnel files and
is responsible for maintaining the City's Personnel Policies & Procedures manual, the Employee Handbook, and the Employee Safety handbook. HRD functions in an advisory capacity to all City Departments relating to employee relations, investigations, and the resolution of employee or citizen complaints. The department also processes all insurance claims against and on behalf of the City as well as managing the annual insurance renewal process.
