Hurricane Irma Recovery Information
The deadline for individuals affected by Hurricane Irma to apply for FEMA assistance has been extended to Friday, Nov. 24.

Whether you are just getting started or need help making changes on your FEMA registration, residents can get assistance at or by calling 800-621-FEMA (3362). No matter which option you choose, each offers what you need to keep your application process moving forward.

Using the Disaster Assistance Website
The website has comprehensive answers to questions, provides ways for you to apply, update or make changes to your application, and offers links to resources that support your recovery. When using the website you can:
 • Find directions for creating an account or directions for making changes 
 • Upload documents to support your application such as insurance information, household income and a description of your losses caused by the disaster
 • Search for disaster assistance by category or federal agency:
        • On the Home Page, click the Get Assistance tab to see a list of help that may be available based on your answers
        • Under the Get Assistance tab, there is a list of categories that may be more specific to your needs such as housing, insurance, legal counsel, living assistance, Social Security, and disability assistance
        • Also under the Get Assistance tab, there is a list of additional federal agencies that offer disaster assistance like the U.S. Small Business Administration (SBA), USDA, HUD, the Social Security Administration, and the VA
 • Check the status of your application and get updates by text or email
 • Look up answers to Frequently Asked Questions (FAQs) 
 • Search links to the U.S. Small Business Administration (SBA), the National Flood Insurance Program (NFIP), and other partners
 • Locate resources and services in and around your community 

Calling the FEMA Helpline
The Helpline is a good resource if you don’t have access to a computer, tablet or smart phone or need some extra help. Tips before calling:
 • To minimize wait times, call during the early morning or late evening hours
 • If you have additional questions after registering, you will need to have your nine-digit registration ID number, and the four-digit disaster number, which are printed on any correspondence you received from FEMA. It may also be accessed on the website if you set up an account

When using the FEMA Helpline you can:
 • Get help with applying for assistance whether you are an individual or small business owner
 • Ask for a list of documents needed to move your application forward
 • Receive information on your account status
 • Get help with appeals or check on appeals decisions
 • Receive information about housing programs and grants
 • Find out if you’re eligible for additional referrals
 • Be referred to our federal partners:
        • The U.S. Small Business Administration (SBA) 
        • The National Flood Insurance Program (NFIP) 
        • U.S. Department of Agriculture (USDA) 
        • Department of Housing and Urban Development (HUD)

Visiting a Disaster Recovery Center
If you need in-person support, DRCs are accessible meeting places set up throughout the State of Florida, offering help to individuals and small business owners. When visiting a DRC you can:
 • Get in-person help with your application needs
 • Check on the status of your application
 • Ask questions about your case or seek guidance on other disaster related issues
 • Find services offered by the U.S. Small Business Administration (SBA), the State of Florida and voluntary organizations. Services offered at DRCs may vary.
 • To find a DRC near you, use the DRC Locator for addresses, hours of operation, services offered, and driving directions

If You Still Need to Register:
The easiest way to get started is to go to where you can:
 • Look up your address to find out if it’s in a disaster area declared for Individual Assistance 
 • Register online using a computer, tablet or smart phone
 • Get an application check list with everything you need to include with your application, and access information for filling out your application successfully 
 • Set up an account and track your application progress 

If you choose to call the FEMA Helpline to get your application started, you’ll need to provide a telephone number where you can be reached, your Social Security number, an address where you can recieve mail and your insurance information.

HUD Guidance for FHA-Approved Mortgagees, Servicers and Housing Counselors Regarding Presidentially Declared Major Disaster Areas
On September 11, the Federal Housing Administration (FHA) issued a reminder to mortgagees about its guidance for originating and/or servicing forward and reverse mortgages in areas covered by a Presidentially Declared Major Disaster Area (PDMDA). The following guidance applies to all areas covered by a PDMDA, including current PDMDA designations in Texas resulting from Hurricane Harvey, and any PDMDA designations resulting from Hurricane Irma:
  • FHA-insured mortgages secured by properties in a PDMDA are subject to a 90-Day foreclosure moratorium following the disaster.
  • In PDMDAs only, HUD provides mortgagees an automatic 90-Day extension from the date of the foreclosure moratorium expiration date to commence or recommence foreclosure action or evaluate the borrower under HUD’s Loss Mitigation Program.
  • Mortgagees should review complete servicing guidance in the Single Family Housing Policy Handbook 4000.1 (SF Handbook), Sections III.A.2 and III.A.3.c relating to the servicing of mortgages in PDMDAs.
  • In preparation for assisting homeowners with longer-term recovery efforts, mortgagees should also review:
  • FHA’s 203(h) Mortgage Insurance for Disaster Victims requirements in Section II.A.8.b of the SF Handbook. The 203(h) program allows FHA to insure mortgages for victims of a major disaster who have lost their homes and are in the process of rebuilding or buying another home.
  • FHA’s 203(k) Rehabilitation Mortgage Insurance Program requirements in Section II.A.8.a of the SF Handbook. The 203(k) program provides mortgage financing or refinancing which includes the cost of home repairs – both structural and non-structural - into the loan amount.

Florida Housing Finance Corporation
Residents who have been displaced by Hurricane Irma can search for available rental housing at, the state’s affordable rental housing locator. Property owners are asked to update their listing of available rental units on the website or by calling 877-428-8844. Due to massive housing need, properties may be listed one day and gone the next. Staff is working with landlords to update information as quickly as possible. Additional disaster relief information is posted at

Operation Blue Roof
The U.S. Army Corps of Engineers will be in Volusia County as part of Operation Blue Roof. In disaster areas, Operation Blue Roof is a program for homeowners who have damage to their roofs. The program sends licensed contractors out to homes to cover the damage with fiber-reinforced plastic sheeting (tarp) until homeowners can arrange repairs. Operation Blue Roof allows residents to stay in their homes, instead of paying for temporary housing or hotels. The program also protects property while homeowners recover from the storm. This is a free service to homeowners with homes that are primary residences or permanently occupied rental properties that have less than 50 percent structural damage. Vacation rental properties are not eligible for the program. Not all roof types qualify for the program. Emergency officials advise it can take two weeks or longer for the roof assistance. In the interim, if residents need assistance placing a tarp on their roof, they can call Volusia County Community Services at 386-943-7029.

Community Organizations Active in Disaster Volunteer and community efforts to help those affected by Hurricane Irma continue. They are coordinated by the Volusia Community Organizations Active in Disaster, also known as COAD. This local organization is composed of civic groups, businesses, faith-based associations, individuals and government agencies that address unmet needs before, during and after a disaster. Organizers are continuing to work with volunteer groups and community organizations to meet the immediate needs of those affected by Hurricane Irma. For more information about COAD, visit

Business survey
The Department of Economic Opportunity is surveying businesses in counties affected by Hurricane Irma to determine damage. The survey assists the state when determining if relief services for businesses should be activated. The information will be shared among various state and local agencies to expedite implementation of appropriate disaster relief programs for businesses. Visit to access the business survey.
