Deltona Water was established in November 2003 after the City of Deltona successfully purchased its local water system from Florida Water Services. This purchase is a major accomplishment for all Deltona residents and we look forward to serving you

FUNCTIONAL DUTIES:

The Department is comprised of five divisions: Administration, Customer Service and Billing Divisions, Water Plant Operations, Wastewater Plant Operations, and Water/WW Field Operations. The Administrative Division oversees the overall operations of the Department. The Customer Service and Billing Divisions provide customer service and billing services to Deltona Water customers. The Water and Wastewater Divisions provide operation and maintenance of the City's Water and Wastewater facilities.

MISSION STATEMENT: “The mission of the Deltona Water Department is to provide our customers with a safe, affordable, and sufficient supply of quality water and treated wastewater that is economically viable and environmentally sound."

FY 2007/2008 GOALS & OBJECTIVES:

Embrace regulatory compliance.

  • Objective: Maintain the highest level of environmental compliance.
    Measurement: Number of Notices of Violation received from regulatory agencies
    Measurement: Number of EPA violations reported on Consumer Confidence Report

Maintain high level of water quality

  • Objective: Reduce potential health impacts from Cross Connections
    Measurement: Percentage of backflow devices tested.
  • Objective: Maintain water quality through recognized best practices, such as flushing program.
    Measurement: Percentage of fire hydrants flushed.
  • Objective: Maintain water quality in accordance with Federal and State Law.
    Measurement: Number of excursions from mandated levels.

Maintain high level of service

Implement replacement for VIA WARP

  • Objective: All Utility Customer Service Representatives will be able to process credit card payments from their desks.
    Measurement: All Utility Customer Service Representatives processing credit card payments from desk.

Implement cross reference software to allow acceptance of Electronic file vs. Web Checks.

  • Objective: Considerably reduce number of paper web checks.
    Measurement: Reduce number of web checks received to 100 per month.

Implement new Folder/Inserter equipment in the mailroom.

  • Objective: Exceed current level of operational efficiency.
    Measurement: Number of bills processed per month.

FY 2007/2008 DEPARTMENTAL PERSPECTIVE, TRENDS & HIGHLIGHTS:

The Deltona Water Department is divided into five sections: Administration, Customer Service/Billing, Water Plant Operations, Wastewater Plant Operations, and Water/Wastewater Field Operations.

The Administrative Division is comprised of Administrative, Accounting, Engineering and Maintenance Sections. The Administrative Division oversees the overall departmental operations, Capital Improvement Projects, maintains department budget guidelines and purchasing functions for each division within Deltona Water.

The Water Division is responsible for the operation and maintenance of 17 water treatment plants. The department is currently working on meeting current and future water demands through several initiatives such as the expansion of Water Plant 11 which commenced in 2006 and will be completed and operational by the end of 2007. Water production is derived from twenty nine (29) wells and the department is currently conducting exploratory projects to locate additional water sources. The current production wells are operated and monitored for water quality under the departments Wellfield Operating Program in conjunction with the St. Johns Water Management District.

The Wastewater Division is responsible for the operation and maintenance of the wastewater facility and reuse facilities. The wastewater facility processes wastewater into high quality reclaim water for irrigation use in accordance with EPA and Florida Department of Environmental Protection regulations. This process reduces the impact on current ground water supplies utilized for potable drinking water. This division also monitors groundwater quality through a network of monitoring wells as well as wetlands monitoring in conjunction with the St. Johns Water Management District. Additionally the Wastewater Division provides for the operation and maintenance of the wastewater lift stations. These stations transport the raw wastewater to the treatment for processing. The Division added seven (7) lift stations in 2007 to the previous inventory for a total of forty two (42) stations throughout the City.

The Water and Wastewater Field Operations operates and maintains the water distribution and wastewater collection systems. The Water Distribution System consists of approximately 500 miles of pipe with approximately 34,000 connections and growing at a rate of 800 new connections annually. The Wastewater Collection System consists of 80 miles of pipe with approximately 5,800 connections. This area is also responsible for the accurate reading of the water meters within the Deltona Water Services area.

The Water Treatment Plants, Wastewater Treatment Plant, Distribution and Collection Systems are operated and maintained under permit conditions, rules, and regulations of the United States Environmental Protection Agency, Florida Department of Environmental Protection, St. Johns River Water Management District, Florida Department of Health, and the Volusia County Health Department. Reporting requirements consist of daily, weekly, monthly, quarterly, semi-annual, and annual reports, which are completed and certified by State licensed operators and submitted to the appropriate agencies. Routine and unscheduled inspections are conducted by various agencies to ensure that the City's water and wastewater facilities are operated and maintained in accordance with Federal and State regulations.

The Customer Service and Billing Divisions maintain the department's Utility Billing System. We maintain a local customer service office for customers to call or come to inquire regarding water services and pay their water/sewer bill. Customer Account information and payment options may also be obtained via the City of Deltona website: www.deltonafl.gov. This office also contains a Billing Department that has consistently produced and mailed approximately 34,000 utility bills per month.

The Payment Remittance System went in house at the end of January 2006. The purchase of this equipment allowed us to bring our payment processing in house. In doing so, we eliminated the monthly expense for our lockbox service and provided our customers with a local address to mail their payments, which in turn reduced mailing time.

The Customer Service and Billing Divisions enlisted the aid of Diversified Adjustment Service, Inc. to assist in the collection of delinquent debts for closed accounts. Since doing so, we have seen a reduction in unpaid debt of approximately 2.8%. This ongoing project is almost entirely self-funded by the delinquent customers.
