Animal Control : Deltona Animal Control is responsible for picking up stray dogs and cats, investigating animal bites, abandonment, animal cruelty cases and other complaints. Code Compliance : Code Compliance is responsible for assisting our citizens in understanding and complying with Building Codes, Zoning Ordnances, Parking Ordnances, and other City Ordinances related to the development process in Deltona. Solid Waste Services: Garbage/Solid Waste Services is responsible for ensuring that all solid waste generated and accumulated within the City shall be collected, removed and disposed of properly. This division is funded by the Solid Waste Management Fund.

FUNCTIONAL DUTIES: The Enforcement Services Department is responsible for enforcing all regulatory chapters of the City Code enacted by the City Commission to protect the health, safety and welfare of the citizens of Deltona. The Department is comprised of three sections: Administration Section: Administrative Staff is responsible for assisting citizens in understanding and complying with all ordinances related to the development process in Deltona. Also, staff provides clerical support in the operational structure of Enforcement Services and Solid Waste Compliance. Enforcement Services Section: Enforcement Services Officers perform inspections and enforcement of applicable codes along with protecting citizens by controlling the City’s animal population. Staff investigates complaints, enforces codes, documents violations, and captures stray or unwanted animals, and educates the public in responsible pet and home ownership. Solid Waste Compliance Section: The Solid Waste Division is funded from the Solid Waste Fund. These positions ensure that all solid waste generated and accumulated within the City is collected, removed and disposed of properly. Additionally, these positions investigate complaints, enforce codes, and document violations along with monitoring the Solid Waste Collection Contract. Mission Statement - "To provide the most professional Animal Control, Code, and Solid Waste Compliance Services to the Citizens of Deltona by the most effective and efficient means possible." FY 2009/2010 GOALS & OBJECTIVES AND PERFORMANCE MEASURES: Increase the Department's efficiency and the City's appearance by reviewing and making recommendations for changes to the current Code of Ordinances. Objective: Receive Commission's vision and goals. Objective: Review and recommend changes to ordinances. Objective: To provide the most professional Animal Control, Code and Solid Waste Compliance Services to the Citizens of Deltona by the most effective and efficient means possible. Objective: Establish system for tracking money owed and recieved through the Department. - Provide the public with a timely response to complaints and adequate follow-up to ensure complaint resolution.

FY 2009/2010 DEPARTMENTAL PERSPECTIVE, TRENDS & HIGHLIGHTS:The Enforcement Services Department has made several recommendations for ordinance changes which the Commission has implemented. 1) Changed the way we handle unsafe and unsightly conditions in the public right-of-way, 2) Adopted state statues pertaining to neglect of animals and 3) Reduced the amount of time required to provide notice to correct a violation.
Our Animal Control Officers are visiting all of the elementary schools in Deltona providing information to the students on our function and service within our communities.
We continue to track and abate nuisances at foreclosed homes. The foreclosure rate is still at an all time high.
The Solid Waste Coordinator has been working diligently on ways to raise our recycling rate in Deltona. Deltona is currently above the national rate for recycling and we are looking at ways to raise it further. G.E.L. Corporation has started collecting recycling from some of our City facilities. We are starting with the Public Works Department, and we are looking into ways to have G.E.L pick up recycling materials from all City facilities in the near future.
We increased the fee from $15.00 to $25.00 for lien searches/reports. Our Administrative Assistants are working in conjunction with the City Attorney’s office to collect on past due liens.
