Dave Denny FUNCTIONAL DUTIES:The Public Works Department is responsible for the design, construction, and maintenance of the City’s road and drainage system. The Department also handles fleet, equipment and facilities maintenance, sidewalk construction, vegetation control, road paving, and maintenance. Public Works also assumes the responsibility of Project Manager via the Public Works Director on all Capital Improvement Projects. The Department’s work program is supported by the County of Volusia which provides mosquito control and infrastructure improvements on an as needed bases. The City’s Consulting Engineer provides services in the preparation of specifications and the design of projects supported by the Department. In addition to the funding provided through the General Fund, Public Works operations are funded by the Stormwater Utility Fund, Local Options Gas Tax Fund, and CDBG Fund. The Public Works Director handles all capital projects through the Public Works Department within the city. This includes Stormwater, Parks and Fire Departments, roads and other capital improvements and maintenance projects. The Public Works department consists of Stormwater, Field Operations, Traffic Operations and Fleet and Facilities Maintenance. During the past year the Public Works Department merged with the utility department Deltona Water to form one entity under the direction of the Public Works Director. The Field Operations Division manages and oversees the daily operation of sidewalk installation by a contracted service provider. During the past year, 5 miles of sidewalk were installed and with those sidewalks were the new ADA compliant “detectable warning tiles”. In the new fiscal year we will implement a program to install the ADA compliant Detectable Warning Tiles throughout the city starting with the main collector roads. Field Operations assisted with the installation and is currently maintaining the Howland Boulevard Medians Landscaping Project. In addition, the Deltona entryway signs were landscaped. The division also performs tree trimming, maintenance of the right-of ways, removal of litter on the collector roads, and responds to citizen inquiries. The Maintenance Division provides the city vehicles with preventative maintenance as well as repairs and in addition maintains city facilities with routine maintenance. Since the merger of Public Works Department and Deltona Water the “facility maintenance” will now become part of the Parks & Recreation Department. The city’s Fleet Maintenance Division currently repairs and maintains in excess of 490 pieces of vehicles and equipment. The city once again held an auction to dispose of equipment and vehicles that are outdated and or out of service. Through the auction the city has been very successful in additional funds that go towards revenue for the city. The Traffic Operations division has been maintaining the contractual agreements for signalization road resurfacing and road stripping services. This year the traffic division replaced 700 new street signs and 125 traffic signs. Traffic oversaw the road resurfacing efforts of over $2 million dollars or 30 miles of city roads. In addition the Traffic Division managed the efforts of 2 new traffic signals in Deltona on Howland Blvd. at Wal-Mart and Ft. Smith and Courtland Boulevard. The Community Development Block Grant contributed $500,000 to the resurfacing of roads in the CDBG appointed areas. With the recent purchase of 2 Smart Trailers the traffic division can now perform traffic studies as well as monitor areas where reported traffic calming is being requested. In addition the city is in the final stages of developing a “Residential Traffic Calming Program” which allows for devices to be installed when warranted. The Stormwater division completed over $1 million dollars in on-going Stormwater improvement projects to the city’s infrastructure. In house capital Stormwater Projects constructed was Arrendonda Drainage Improvement Project, Ferendina Drive Culvert Relocate Project and Dixie Belle Erosion Control Project. The division replaced and repaired several failed storm water systems and structures. Many storm water flood control improvements are currently in engineering and permitting stages. Project that are currently ready for construction are Bondstone Drainage Project and Prairie Circle Exfiltration system. The Stormwater division projects that will be included in the 5 year capital plan are Spreading Oaks Retrofit, Drysdale Chapel Interconnect, Lackland Retention Pond, Water Quality Pond GC-5, Kraft Bloomfield Pump Station, Collingswood Drainage modifications, Kingway Culvert replacement and Montague. With the funding from the CDBG the city projects that were completed were Trinidad/Timberland, Lake Helen-Osteen Rd. /Glade Lane, Firefighter Park Phase III; Lombardy Drive/Rockhill St., Firefighter Park Phase III; Stillwater Ave./Horizon, Lake Helen Osteen Rd. /Windsor Heights, Lake Helen Osteen Austin/Lake Helen Osteen Rd., Lake Helen Osteen/Dana Dr./Flamingo Ave., Firefighter Park Phase III Rockhill St./Stillwater Ave. and Firefighter Park Phase III, Radcliff to Stillwater Avenue. The Stormwater division continues to monitor the N.P.D.E.S. permit for compliance and we are currently in our third year. In addition to the projects the Stormwater division will continue to maintain the swales, retention areas, ditches and right of ways to enhance the overall appearance of the city landscapes. During the past year the Administrative division has responded to numerous requests for streetlights in several streets in the city. There have been several Streetlighting district requests and in addition the administrative team is working closely with the utility provides to have streetlights installed on the arterial roads. In addition there has been a newly formed Beautification Board that will make recommendations to the commission The department will continues to provide the citizens of Deltona with proactive as well as reactive customer service in maintaining the roads, traffic signalization and signage, right-of-ways, swales retention areas and the Stormwater systems throughout the City on a proactive as well as reactive basis. The goal at Public Works will be to move in the direction that the city commission and the residents of Deltona wish for us to move.
