 CITIZEN ACCESSIBILITY SUB-COMMITTEE

A Regular Meeting of the Parks and Recreation Citizen Accessibility Advisory Sub-Committee was held on Thursday, September 20, 2007, at City Hall, 2nd Floor Conference Room.

1.         CALL TO ORDER:
The Meeting was called to order at 5:50 p.m. by Chairperson Danah Grant.

Also present were: Administrative Assistant Gloria Micelli and Parks & Recreation Director, Patti Evans, Commissioner Zenaida Denizac and Jim Glanz from BPAC.

4.         APPROVAL OF MINUTES:
A Motion was made by Mr. Tom Dockery to approve the August Minutes.  Ms. Karen Langston seconded the Motion.  All members were in favor and the Motion was unanimously passed.

5.         ANNOUNCEMENTS: 
Flyers were distributed to all members regarding the Fire Department Open House on Sunday, October 7th; a press release that the Citizen Accessibility Sub-Committee was looking for a new member; an article regarding member Tom Dockery; a draft version of the flyer for the Deltona Family Bike Ride and Festival and the City flyer regarding the 6th Annual Spooktacular.  Director Evans commented that the Spanish Festival will take place on October 21st.  Ms. Yaitza Denizac wanted to share with the members that she has taken her first Tai Chi class and she loved it.  Mr. Sandy Primack made the comment that he has a neighbor that might be interested in joining this sub-committee but does not have a computer to apply.  Ms. Gloria Micelli took the ACTION ITEM to mail an application to Mr. Primack.  Comments were also made that the disability phrase was not included in the Spooktacular flyer.  Ms. Gloria Micelli took the ACTION ITEM to contact the City Clerk to request that it be added.  Regarding the bike flyer, Mr. Sandy Primack commented that the flyer should state the first rider is out at 8:30 am.  Also the comment was made to make it clearer that training wheels are not permitted on the ride but are welcome at the rodeo.  The question was asked if wheelchairs would be permitted on the ride.  Director Evans responded that yes but they must keep up with the rest of the riders or they will have to drop out.  There will be a “moving barricade” with the riders therefore everyone must be in a group.

6.         CITIZEN COMMENTS:
There was one citizen present, Mr. Lou Scott.  He had no comments.

7.         OLD BUSINESS:
            a. Memorial Bench Program:
Nothing new to report on this topic.  The draft of the Tree USA brochure has been completed.  Director Evans will have a copy for the members to review at the October meeting.

            b. CIP/Budget Update
The Parks & Recreation budget was approved at the last City Commission meeting including CIP.
            c. ADA Transition Plan
The new Parks & Recreation position of Volunteer Coordinator will handle this project.  This position will be posted after October 1st.

            d. Miracle Playground:
This topic has been combined with the Boundless Playground.

            e. BPAC with the Mayor Bike Event:
The planning for this event is moving forward.  A route has been decided on which will be 2 ½ miles, starting and ending at the Deltona Alliance Church.  There will be several vendors and sponsors on site including a safety check point, a bike rodeo, giveaways, Sheriff and Fire Department booths. Director Evans expects 12-15 booths/vendors.  Healthy Community is donating two dozen helmets and the Deltona Kiwanis Club has donated $500 to purchase helmets as a giveaway.  Raleigh has donated (two) bikes for raffle.  Chairperson Danah Grant asked if there will be a medical person traveling with the bikers.  Director Evans said the Fire and Sheriff’s department will provide this service.  Parks & Recreation employees Kim Brown and Jamie Pearson are heading this project. The members of the Citizens Accessibility Sub-Committee will work a table for registrations and other administrative duties.  Mr. Sandy Primack and Mr. Tom Dockery attended the Port Orange Disability Fair and distributed Director Evans business cards. 

            f. Bikeability and Walkability Surveys:
Director Evans responded that she received a total of six (6) completed surveys.  She will bring the combined results to the October meeting.

            g. Boundless Playground:
Director Evans will be making a PowerPoint presentation to the City Commissioners in a workshop on Monday, September 24th at 6:00 pm regarding this topic.  Director Evans, Ms. Danah Grant and Commissioner Denizac recently made a site visit to two (2) two Boundless Playgrounds in Tavares and Ocala.  All members were encouraged to attend this workshop to show their support for this project.  Chairperson Danah Grant commented that the Parks & Recreation Advisory Committee will be having a workshop at 7:00 pm directly after the Boundless Playground workshop.  Ms. Grant commented that the ADA Transition Plan will be a topic of importance with the Citizen Accessibility Sub-Committee.  She encouraged all members to stay for that meeting.

Commissioner Denizac commented that she remembers the day very clearly that she asked the City Commission to appoint a citizen advisory board for handicapped citizens.  Commissioner Denizac told her fellow Commissioners she wasn’t leaving the meeting until everyone agreed to forming the new committee.  Commissioner Denizac also shared that when she made the site visit to Tavares and Ocala that she was overwhelmed and asked God to give Deltona a Boundless Playground.  Director Evans commented that the Deltona Boundless Playground will have regional impact.  Chairperson Danah Grant commented that former Florida Governor, Jed Bush, had created an initiave to build 50 Boundless Playgrounds.  Mr. Tom Dockery asked if the playground would be federally funded.  Ms. Grant responded that the Tavares and Ocala parks were built with local, state and federal monies.

8.         NEW BUSINESS:   
            a. Change discussion on Mission Statement- Danah Grant
Chairperson Danah Grant requested a minor change to the sub-committee’s Mission Statement as follows:

The mission of the Citizen’s Accessibility Advisory Sub-Committee is to advise and assist the City Commission in promoting and facilitating barrier free parks and recreational activities for citizens of all abilities (delete, thereby aiding) (replace with, to foster) universal accessibility.

Ms. Yaitza Denizac made the Motion to adopt the revised Mission Statements.  Mr. Tom Dockery seconded the Motion.  All members were in favor and the Motion was unanimously passed.

            b. Sample logo-give-away suggestions:
The proposed logo for the Citizen Accessibility Sub-Committee has hit a stumbling block.  The wheelchair symbol is not copyrighted so we may use it, but the use of the City logo in the background of the symbol must be approved by the City Commission.  Until this is approved giveaways cannot be ordered.

9.         DIRECTOR COMMENTS:
Director Evans commented that staff is working on an Intern Manual that is in its second review.  Tree USA and the Memorial Bench Programs are moving forward.  The Parks & Recreation
Advisory Committee has some concerns regarding the Summer Recreation Program not meeting the needs of the citizens.  We are looking at expanding that program for next year.  The floating dock project for Lake Monroe is out for bid.  ADA access was not addressed in the redesign of this project.  Parks has assisted both Little League groups with fixing their fields even though the leagues are responsible for this maintenance.  Director Evans felt there were safety issues that needed to be immediately addressed.  The Parks and Recreation Master Plan will be presented to the City Commission on October 1st.  She would like the Plan to be completed by mid April in preparation for the 2008-2009 year budget.
Director Evans will be asking for more assistance from the Sheriff’s Department regarding Park issues such as drinking in the Parks by adults.  Director Evans also commented that she would like Chairperson Danah Grant to review the Bike Flyer before it goes public.

10.       COMMITTEE COMMENTS:
Mr. Sandy Primack and his wife Joy volunteered to work the bike event.

Ms. Yaitza Denizac suggested that the City hold a “Unity Fair” (multi-cultural, varying abilities) where everyone is invited.

Chairperson Danah Grant commented that the Quarterly Report is due October 8th and that she plans to include in the report, the Mission Statement, The Boundless Playground, the Bike Festival and that we are working on a Spanish translation of the Parks survey for the City website.  Ms. Grant will email the report to the Secretary of Minutes for distribution prior to the Commission meeting.

11.       NEXT MEETING:  October 18, 2007 5:45 pm.

12.       ADJOURNMENT:
Ms. Yaitza Denizac made the Motion to adjourn the meeting.  Mr. Sandy Primack seconded the Motion.  All members were in agreement and the Motion was unanimously passed.

Having no further business, the meeting adjourned at 7:00 PM.
