Victor M. Ramos was elected Commissioner of District 5 in November 2018 and chosen Vice Mayor by the Deltona City Commission.  Commissioner Ramos is the Director of the Bethune-Cookman University Deltona Campus, a Historical Black College and University (HBCU) serving almost 4,000 students.

Born and raised in Miami, Florida; Victor has a passion for education, community service, social and racial justice that spans a twenty plus year professional career, which was inspired by his involvement as a middle and high school student leader and board member in ASPIRA of Florida, a Puerto Rican youth leadership development organization in Miami.  Victor began his career as Deputy Director of the Rafael Hernandez Housing and Economic Development (RHHED) Corporation in the Wynwood neighborhood of Miami.  Following RHHED, Victor joined the faculty of Eneida M. Hartner Elementary School as an ESE Professor.  Afterward, he joined the faculty of Miami Norland Senior High School as an ESE Professor and Student Dean, in the Miami-Dade County Public Schools System.  In 2007, Victor moved to Deltona and became actively involved in his community, joining the Planning & Zoning Board in the City of Deltona. Additionally, Victor worked as an Adjunct Professor teaching GED and ESOL courses for adult Spanish speakers at Daytona State College.  Victor later joined the Daytona State College team full time as a Student Development Advisor.  Throughout his professional career, Victor has volunteered on numerous social and community boards to include the Volusia Hispanic Chamber of Commerce, Volusia Young Professional Group, the Four Townes Family YMCA, West Volusia Chamber of Commerce, the Rotary Club of DeBary-Deltona-Orange City and the Economic Development Advisory Board in the City of Deltona.

Victor earned a Bachelor of Science Degree in Exceptional Student Education from Florida Memorial College and a Master of Science Degree in Educational Leadership from Nova Southeastern University where he is also working on a Doctorate in Organizational Leadership.  Victor also is a graduate of the Daytona State Leadership Development Institute.

Victor is the recipient of numerous awards and recognition for his community work and is an acclaimed bilingual speaker and panelist, addressing issues of importance in education, the City of Deltona, and the Central Florida community.
